LOCKDOWN 4.0 guidelines: What will be the relief, where will be the ban, read the rules



The central government has issued conditional permission to the interstate bus services by issuing guidelines for lockdown 4.0 on Sunday, but during this time all the metro rail and domestic and international flights in the country will remain closed till 31 May.  At the same time, hotels, restaurants, malls and school-colleges will also be closed.  According to the guidelines issued by the Union Home Ministry for the fourth phase of lockdown, public programs will be banned across the country, schools, malls, restaurants will be closed, aircraft and metro trains will also be closed till May 31.

The central government has given permission to open all the shops located outside the Containment Zone.  At the same time all e-commerce websites will now be able to deliver non-essential items, but they are also not allowed to serve in the Containment Zone.  In addition to shops and malls located in the Containment Zone in Lockdown 4.0, all shops are allowed to open at different times from Monday, which means that barber shops, salons and parlors located outside the Containment Zone will also be opened.

Apart from prohibited areas, bus services and interstate bus services have been allowed within the state, but the central government has clarified that interstate movement of bus services or private vehicles will depend on the mutual consent of the states or union territories.

Significantly, the National Disaster Management Authority (NDMA) issued an order on Sunday evening under the provision of the National Disaster Management Act, 2005 to prevent the spread of corona virus infection to implement the nationwide lockdown period for the fourth phase on May 31.  Has extended to.

The Union Home Ministry issued a nine-page guideline for Lockdown 4.0 this evening to clarify what can be done during this period and what is not.  As per the guidelines, all domestic and international flights other than domestic air ambulances will remain closed.

The Ministry of Home Affairs says that till May 31, metro rail services, schools, colleges, hotels, restaurants, cinema halls, shopping malls, swimming pools, gyms etc. will be closed across the country.  During this period all social, political, religious programs will be banned along with all the prayer and religious places will be closed.

The ministry said that the states and union territories have been given the right to create red, orange and green zones in view of the condition of corona virus infection at their respective places.  Based on the guidelines issued by the Union Health Ministry, the district administration will mark 'prohibited' and 'buffer' zones in its red and orange zones.

As per the guidelines of Lockdown 4.0, it will be prohibited for all other people to move out of their homes across the country between 7 pm and 7 am, except for essential services.  It has been suggested that people above 65 years of age, people suffering from serious diseases, pregnant women and children below 10 years should stay at home, do not leave.

As per the guidelines, in addition to shops and malls located in prohibited areas in Lockdown 4.0, all shops are allowed to open at different times from Monday.  The local administration should ensure that all shops and markets located outside the prohibited area open at different times.

All scheduled commercial passenger flights postponed until 31 May:-

Hours after the lockdown extension was announced, the Indian aviation regulator DGCA said that all scheduled commercial passenger flights were suspended until midnight on 31 May.  Directorate General of Civil Aviation said, "In the coming time, foreign and domestic airlines will be informed about starting the flight."  All commercial passenger flights in India are suspended from 25 March.

The regulator said on Sunday that the operation of all domestic and internationally scheduled commercial passenger aircraft 'has been postponed to 11:59 pm on the night of 31 May.'  It said that the ban on operation of domestic and international cargo planes approved by DGCA is not valid.

Only special trains, parcels, freight trains will be run: Railways:-
